Insulation Resistance is specified for medium-voltage air circuit breakers in maintenance testing at clause 7.6.1.3.B.2 of ANSI/NETA MTS-2023. The clause calls for a one-minute insulation-resistance test on each pole, phase-to-phase and phase-to-ground with the breaker closed and across each open pole, at the manufacturer's test voltage.

Value: medium-voltage air circuit breakers

    5.2.4 Insulation Resistance Test

"Measure the insulation resistance of each pole for 1 minute at an applied voltage that is in accordance with the manufacturer's O&M manual or a minimum of two times the rated voltage plus 1,000 volts, up to 10 kV. The test should be performed on individual poles with the breaker closed and the unused poles and frame grounded. An additional test should be performed with the breaker open and one side of the breaker grounded to measure the open poles."
